Disappointed that it has not been possible to hold further consultations and aware that it is very frustrating for you to have to wait so long for an announcement to be made. Thank you for your patience.
The technical issues involved are extremely complex and the potential public expenditure implications are considerable. The current public expenditure climate means that' any proposals with public expenditure implications have to be scrutinized very carefully.
As you are aware, there has been progress since we last met. We now know that the package will include a revised compensation proposal and provision for a sterling pension safeguard. The details of these schemes are now being worked
We are also examining the operation of the SPOS mechanism, but I cannot give any assurance that this mechanism will be changed.

Understand that the Governor is preparing to allow HMOCS officers to retire early with full payment of pension.
