There is no "youth policy" in Hong Kong, members of the public, and social workers in particular, have called upon Government to demonstrate its
commitment on youth
development.
In response to
these calls, a Commission on
youth was set up in 1990; it was asked to advise the Governor on matters pertaining to youth.
The Commission on Youth has developed the Charter for Youth which sets out principles and ideals on youth development. The Government has already decided to subscribe to the
Charter.
The Government is firmly committed to preparing young people to become mature and responsible citizens and invests heavily in them in education, social welfare, health, security and
recreation and culture.
