For the Minister's meeting with the Governor we only need to produce briefing on subjects, other than the

constitutional talks, that are likely to crop up. These will almost certainly include HMOCS and the Civil Service. And for his informal meeting with members of Legco we just need to up-date our supplementaries on those subjects that are

currently topical.

4. I should be grateful to receive your contributions by COP

Tuesday 21 December. This will allow time for the briefing to be put together and submitted to Private Office before the

Christmas break.
