CALL ON THE PUS BY MR REID MORDEN, CANADIAN UNDER-SECRETARY FOR FOREIGN AFFAIRS (PUS EQUIVALENT): FRIDAY 3 DECEMBER

1. Mr Morden will have a one and a half hour informal meeting with the PUS (the third such six monthly meeting) on Friday 3 December. Mr Morden will have previously seen Mr Lennox-Boyd in Ottawa on 30 November (the same day the Foreign Secretary has a bilateral with his new Canadian colleague in Rome).

The new Canadian Government's foreign policy priorities (NAFTA, APEC, GATT)

Britain's experience of a foreign policy review process (Canada will probably undergo a similar process)

International institutional reform:

NATO peacemaking

UN peacekeeping

European Union's CFSP process (Is it working?)

iii) Specific Topics:

Bosnia

Russia/Ukraine

The Commonwealth (post-CHOGM) and South Africa

3. The PUS will need very little briefing for these informal talks. But there may be particular points which you would like the PUS to make. if you do, please let me have these, on a single sheet, by noon, Wednesday 1 December, accopanied by only minimal background.
