Chinese bid for

Olympics

in 2,000

If China tears up the JD

Lobbying now in process, Peking and Manchester among contenders

COMMENT

China would veto. Nevertheless, with sufficient backing could embarrass and isolate China. Would need careful handling.

of declaratory value only. Might conceivably be useful post 1997 to check implementation of JD.

No obvious angle now, though if handover went badly wrong and droves left Hong Kong, Pacific basin countries might have an interest in grilling China. Monitoring of implimentation of ICCPR post-1997?

China does not recognise the ICJ. But for propaganda purposes could look at issuing a summons (there are precedents eg Argentina over the Sandwich Islands in 1950s).

Chinese opposition to democratisation in Hong Kong might dispose countries to abstain a vote against China. Failure to host the Olympics would be a blow to Chinese international prestige and to the Party's position in

China.
