China does not recognise the ICJ. But for propaganda purposes could look at issuing a summons (there are precedents eg Argentina over the Sandwich Islands in 1950s).

Chinese opposition to democratisation in Hong Kong might dispose countries to abstain a vote against China. Failure to host the Olympics would be a blow to Chinese international prestige and to the Party's position in
