LOBBYING THE GERMANS
1. I understand that it was agreed at OPD (K) earlier today that we should ensure that the Germans (and others who will be seeing Chinese leaders in the coming weeks) should be encouraged to make supportive points about Hong Kong.
2.
Chancellor Kohl will be leaving for China at the end of the week. The Governor has already written to him. I recommend we supplement this with some specific points for the Chancellor to get across to the Chinese side. I submit a draft message to go on the direct channel between No 10 and Bitterlich, together with a draft Private Secretary letter.
