CAMBODIA
1. Sir J Coles said that, as permanent members of the Security
Council, the UK and Russia had worked closely in pursuing the implementation of the Paris Agreements. The Peace Process had reached a critical stage, with the election campaign due to
begin on 6 April and elections on 23 May. UNTAC had some
successes to its credit: repatriation had gone better than expected and the response to electoral registration indicated that there was considerable support within Cambodia for the electoral process.
But there had been criticism of UNTAC.
Much
of this was unfair. But it was justifiable to say that UNTAC
had not yet done enough to guarantee a neutral political
environment.
