The Secretary of State was grateful for Sally Hinds' submission of 3 September. He has agreed that we should seek to arrange bilaterals as follows:

UKMIS New York should start now to arrange bilaterals
with all of the above. It would be a help if the meetings on comparable subjects, eg the Middle East or Far East, could be on the same day, both to help concentrate the
Secretary of State's mind and to provide the necessary
official back-up.
