2. I have made arrangements, as the Secretary of State requested, to be present in New York for his meeting with the Chinese Foreign Minister. My present plans are to arrive in New York by Flight BA 175 at 13.35 hours on 30 September, and to leave by the same flight as the Secretary of State's party (BA 174 at 19.00 hours on
1 October). Please let me know if you would prefer me to make any other arrangements.
2. We have now discussed, with the Governor the question of including a Hong Kong representative in the talks with Qian Qichen. The Secretary of State will recall that Mr Michael Sze and Mr Galsworthy were present at last autumn's meeting with Qian, and Mr Sze again when the Secretary of State visited Peking in July. On this occasion, however, the Governor does not feel there is any particular presentational necessity to include Mr Sze in the Secretary of State's party. He is therefore content that Mr Sze should not come to New York, unless the
Secretary of State feels strongly that he should.
