MR GOODLAD'S VISIT TO BRUNEI: 29-31 JULY 1993
HONG KONG: CONSTITUTIONAL

Points to make
We are keen to make progress in our talks with the Chinese in the best interests of Hong Kong. But time is not unlimited.
Secretary of State paid a successful visit to Peking earlier
this month to discuss Hong Kong and other issues. Did not go to negotiate or conclude an agreement.
He wanted to focus the talks
on key points in order to reach an understanding without further
delay.
- Our aim is to secure agreement on electoral arrangements which
are fair, open and acceptable to the people of Hong Kong.
