1. Between 13 and 23 September I made short visits to Japan, South Korea, Hong Kong and Egypt. My main purpose in the Far East was to see for myself their systems of vocational education and training. In Egypt I was accepting the invitation of Dr Atef Ebeid, the Egyptian Minister for Cabinet Affairs, to return the visit which he paid to the UK earlier this year.

Throughout my trip I met real warmth towards the UK and a keen interest in the progress we have made with our labour market and broader economic policies over the last 14

I learned a good deal about others, approaches to vocational education and training (VET), but was also able to present positive image of UK progress to my hosts and reinforce our good bilateral relations.

In the Far East, I concentrated on vocational education and training. A number of important points struck me:

a) a high level of resource, both public and private, is devoted to VET. Governments quite clearly view investment in this area as essential to enable them to become competitive internationally (South Korea)

to remain So (Japan, Hong Kong). The commitment is not just to initial training, although that is viewed as crucial, but also to continued training of those in employment to meet changing industrial and commercial needs.
