colleagues to these occasions) or whether to consider UK/Region relations but with special emphasis on the extent to which our policy is necessarily framed in, and our potentialities are derived from the European dimension. I recommend this last option.

On this basis I would suggest a title along the lines of:-
The UK and Eastern Asia; What needs to be done?
6. We were incidentally intrigued by the idea that the framework for the occasion should be provided by an antithesis between UK views of the region and the region's view of the UK but there may simply not be enough suitable speakers from the region around to make for a reasonable overall balance. 7. Otherwise we see the bulk of the programme consisting of discussion of commercial, cultural, diplomatic, security challenges/blindspots (eg human rights as a cultural/diplomatic point of discord) and of regional groupings, EC angles etc. aware of Mr Hum's view that the security angle has been done to death but fear that we cannot ignore this in any general framework. If you and he endorse our thinking so far, I would of course show you a more detailed programme in due course.
