Points to make

Hong Kong has established an impressive record as a

successful economic centre in a region of growing importance.

All of Hong Kong's trading partners have an interest in a

smooth transition in 1997 on the basis of the Joint

Declaration and the premise of "one country, two systems"

Crucial that Hong Kong should have an openly and fairly

elected Legislative Council to bolster the rule of law, upon

which Hong Kong's way of life and continued success depend.

- We have been serious in working for agreement with the

Chinese side in our talks about electoral arrangements for

Hong Kong. Despite our best efforts, it has not proved possible to reach an interim agreement with the Chinese.

Governor has introduced responds to the evident desire for

more democracy in Hong Kong; it is consistent with the Joint

Declaration and the Basic Law and in many respects reflects agreed positions in the talks.
