Minister will be leaving for Hong Kong that evening. We knew that Lee had already accepted an invitation from Lord Wilson for that day. We nevertheless asked the Singaporeans to put Mr Goodlad's invitation to Lee Kuan Yew, making clear the diary constraints. Contacted during his visit to China, Lee

has replied thanking Mr Goodlad but regretting his inability to accept due to the prior lunch with Lord Wilson, who will also be leaving London soon afterwards. Lee has said he would

be happy to accept lunch from Mr Goodlad on Saturday 29 May if

he were still on London, but would understand if this were not

possible.

4. In his letter of 10 May, Mr Lyne indicated he thought the

Prime Minister would be content to sign a letter to Lee.

The

attached draft goes no further than pleasantries.
