1. PS/No 10 has said that the Prime Minister would be willing to write to Lee Kuan Yew to mark the latter's private visit to

London from 28-31 May.

Recommendation

The Prime Minister should write on the lines of the

attached draft. I submit a draft covering Private Secretary

letter to PS/No 10. Hong Kong Department agree.

Background and Argument

Neither the Prime Minister nor the Secretary of State can see Lee Kuan Yew during his visit over Whitsun. Mr Goodlad offered lunch on 28 May, the only day available as the
