presence in the "important region of Western Japan, primarily through the Osaka Consulate-General and the British Council representative in Kyoto but also through high-level visits from Tokyo. The reinforcement of Osaka recommended by the Board of Management will be valuable in that connection. On the other hand the staffing cuts for the financial year 1995/96 being considered as part of contingency planning will inevitably damage our interests in Japan if they are carried out.

Sir J Boyd's presence in London will enable

us to follow up with him several of the themes mentioned above, and in particular such operational matters as the timing and pattern of future ministerial visits.
