Before I managed to finish the above I received your good letter of January 27, 1993. I do not feel there is much divergence of views between us, and there may not be much need to adjust the above schedule. Please do give me your reactions, howevar. Let me make a few comments in response to your

letter.

I believe the Japanese members will be interested in hearing the prospect of the European integration, though we recognize there are divergent views among your members on the subject. The first session after we arrive in Awashima, however, will not give you enough time to cover U.K. and Europe. What about having some discussion on the prospect of European integration in connection with discussion on the international economic system which is to follow the U.K. seesion? Likawise, security dimension of Europe could be handled in connection with discussion on the international security. Fukuka- wa is likely to discuss, perhaps briefly, whether the emerging Asia-Pacific regional economic community will be consistent with the global free trading system. I will look for the papar on EC-Japsa economic relations you men- tioned in your letter.

Z. I assume Chris Patten will be emphasizing democratization/human rights issues, though I realize he would also talk about implication of Hong Kong on regional economy, and security. I believe he can stand on his own in the . evening of March 6 as a special guest to make his remarks followed by free discussion. Peter Ferdinand'a paper should be very useful for discussion the following morning when we will put more emphasis on implications of the eco- nomic developments in South China on a broader regional or even global ecczo- my. Shimokobe, if he would agree to do this, will certain be putting more focus on the economic dimension of South China development. I also believa we can provida a paper by Miyazaki on the subject. This way, I believe, we can make it aura that Chris Patten's current preoccupations, though very important and provocative, may not inhibit a broader discussion. What do you think?

3. We would lika to use Morita's paper as a background for the item 4, but I also would like to have something from Kosad on a broader economic structural adjustments.
