Some amendments made to the January 1988 version by me after discussion with FCO Departments. Subsequently sent to Governors for comments on 12 February.

Subject d) "Do's and Dont's for Governors".

Action taken

No action yet. This will be prepared after other papers have been submitted. It will consist of a check list of the most important rules and conventions that a Governor should follow and will include cross references to DSP Volume 4, Colonial Regulations and Notes on procedure for Governors.

Subject e) Revisions to Diplomatic Service Procedure (DSP)

Action taken

At the request of PPD I am using DSP Volume 4 rather than Diplomatic Service Regulations (DSR) as the vehicle to carry additional sections on such subjects as Acceptance of Gifts; Precedence; Living in a DT after retirement and the

incorporation of a number of minor points made in, Colonial Regulations. I am also preparing substantial amendments to existing sections on Judicial Appointments; Aid; Economic, and Financial control and the Crown Agents in consultation with FCO departments and the ODA. The first draft of these amendments is about 75% complete and should be ready for submission in mid

March.

Subject f) A stock draft letter of appointment for non DS

Governors.

Action Under consideration at the request of PPD. This is taken proving difficult to provide as existing

letters differ considerably. It may prove easier to prepare after action on g) below is completed.

Subject g) Rationalisation of the salary scales and

allowances paid to future DS and non- DS Governors and Administrators.

Action taken

After consultation with PSD, we concluded the best way forward would be to ask Governors and Administrators to give us a complete picture of their current pay, allowances and other entitlements. I accordingly wrote a personal letter to those concerned on 12 February and hope to have replies in the next week or so.
