STUDY OF GOVERNORS TERMS OF REFERENCE OF SERVICE AND ALLIED MATTERS
1. At the end of February I should have reached approximately the half-way mark of the study I am undertaking into Governors' terms of service and related matters. would therefore seem appropriate to report on the current situation.

2. Following discussions with FCO and ODA departments about the study I agreed to prepare drafts/revisions of the following papers:
Subject a)
Notes for members of Selection Boards on the "Ideal Governor".
Action taken
Draft prepared, agreed in principle by PMD and forwarded to Governors for comment.
Subject b) Notes on the role and qualities
Action taken
required of a Governor for prospective Governors.
Draft prepared. This is simply an adaptation of (a) at present but may be expanded in the light of Governors comments on that paper.
Subject c) Notes on Procedure etc for the Governors of DTs.
