DS5 Ascension and Tristan-da-Cunha. A Suggestions have been
made to me that the Post of Governor of the Cayman Islands should be raised to Senior Grade level because of the Territory's growing wealth and importance and that the Governorship of the Falkland Islands should be downgraded to DS4. This could be considered at the next round of Inspections.
(c) should the FCO pay (and tax) all OAG's? If so what
should the DT governments reimburse to HMG?

A Yes With the exception of Bermuda and Gibraltar, which will have to be considered as special cases this policy could be introduced fairly easily particularly as more DS officers are appointed to these posts. Governments should reimburse at least the equivalent to the local salary attached to the OAG's post and such other payments as we may agree with them (See Annex A for details of the current situation in each DT).
(d) Q If the FCO takes over responsibility for paying OAGS,
are there any other allowances and entitlements that should be paid to them by the DT Government?
A Yes. Such payments as, an allowance in lieu of Customs duty exemption, local and regional travel and
subsistence and an entertainment allowance to pay for the Queens Birthday Party should (where necessary) be met by the DT.
(e) Q How long should a Governor's appointment be for?
A
All Governors are appointed "at Her Majesty's pleasure". In practise (except for Hong Kong) this is three years in the first instance (DSP Volume 4 cap 3.6.2.) I suggest there is a case for increasing this term to four years but continuing to allow Governors to take annual UK leave.
I have deliberately not focused on such matters as payments for Government House staff, upkeep and repairs to Government House, payment of utility charges, vehicle running costs etc. These are all local costs and should be met by the DT government. Several Governors (who complained they do not get enough support to meet these costs), asked that I should examine them in my survey. However I have assumed that this would be outside my current terms of reference.
