TERMS OF SERVICE OF GOVERNORS AND ADMINISTRATORS OF THE DEPENDENT TERRITORIES

1.

All the Governors and Administrators to whom I wrote on 12 February about their terms of service have now responded, with exception of the Governors of St Helena and

the Turks and Caicos Islands and the Administrator of Tristan da Cunha. We now therefore have a more accurate assessment as to how much each individual receives and I hope to have a complete picture in the near future. Details have been passed to PSD for their records.

2. We now need to consider what our future policy should be with regard to the payment of salary, allowances and other entitlements to Governors and Administrators, bearing in mind that there will inevitably continue to be some local differences in the terms of service offered by each Dependent Territory and the circumstances of the officer administering the Government (e.g DS, HMOCS, retired Politician, ex Military). I suggest that there are a number of questions we need to consider and I list some of these below, together with answers to them which, after discussion with the Personnel Departments I believe we should try to achieve.

3. The questions are as follows:

(a) Q Should all Dependent Territory Officers administering

the Government (OAGS) be equated to DS officers, for salary and allowances whether in the service or not?

A Yes. This should be our goal and could be phased in as OAGS are replaced in future. By the end of 1993 all five Caribbean Governors will be serving DS officers and we could make a start in that region, bearing in mind that the Governor of the Cayman Islands has taken local terms.

(b) Q Is the current grading of our DTS correct? At present

the DS equivalent grading is:

Senior Grade Bermuda, Falkland Islands, and Gibraltar (Hong Kong is not included in this survey).

DS4 Anguilla, BVI, Cayman Island, Montserrat St Helena' and TCI.
