FREEDOM AWARD TO THE GOVERNOR

I have just received from Mr Pattison of the Embassy copy of a letter to him from Mrs Betty Bao Lord (wife of Winston Lord) on behalf of Freedom House.

This is at MIFF (2 pages).

2. We have no further background information on Freedom House or the

Freedom Award.

Pattison has told Mrs Lord that he did not think it would practically be possible for the Governor at this late stage to fit the Freedom House's request into his already tight timetable but he nevertheless would relay the request to the

Governor.

4.

We recommend that the Governor shouid decline the Award for obvious reasons bearing in mind he has declined a similar award not so long ago. Grateful for your advice on the Governor's decision and how we should convey it to Mrs

Lord.
