Dear Mr Segal,

Thank you for your further letter to my

letter to my colleague Martin Dinham, who is currently in Washington with the Governor. He has asked me to reply on his behalf.

As you indicated in your earlier letter, the discussions that you plan to hold in Hong Kong cover a number of sensitive topics. I am sure you will understand, therefore, that it will still not be possible for the Governor to meet you even if the meeting took place before your conference actually began. It would not appear to the outside world that there was no connection between the two events.

The Governor hopes, however, to be able to see you on a future occasion, either when he visits London, or when you come to Hong Kong again. I am sorry that he is not able to agree to a meeting this time.
