Dear Mr Dinham,

Thank you very much for your letter of 21 April. I understand the Governor's difficulties with this sensitive meeting, but I thought I detected grounds for another try. Would it be possible for a group of four members of the IISS directing staff to meet with the Governor before, and entirely unconnected with, our conference? We would also like to bring along Dr Jim Hoare who is on secondment from the Foreign Office and is spending a year at the IISS. As you know, the IISS has longstanding and close relations with the Foreign Office and I am taking the liberty of copying my letter to Christopher Hum at the Foreign Office.
