14 Communication facilities at and between RCCs appear to be adequate although certain improvements, such as Digital Selective Calling (DSC) which were discussed with the Group, will enhance the operations of both RCCs and coast radio stations.

Using RCCs as the point of contact for ships reporting attacks may not be the best solution in all areas. In the Malacca Strait area, not all RCCs are manned 24 hours a day and in some cases there were language difficulties reported. Given the number of coast radio stations in the area and the INMARSAT CES in Singapore, it does not appear to be justified in this instance to place the major burden of receiving reports on piracy and sea robbery on the RCC. However, it is important that RCCs be prepared for and capable of receiving such reports and have adequate guidance on relaying such information to other RCCs or law enforcement agencies indicated.

Recommendations

16 The Group recommends that the three littoral States of the Malacca Strait area ensure that RCC personnel are instructed on the most efficient means of communicating reports of piracy and sea robbery which they receive. Depending on the circumstances, this may require forwarding the report to another RCC or coast radio station, notifying a law enforcement agency or patrol craft in the area and taking steps to have a broadcast warning issued, or other suitable action.
