1997,

the Immigration Department of the HKSAR Government be authorised by the Central People's Government to issue

HKSAR passports and travel documents. Before that date,

necessary preparations could be made by the Immigration

Department of the Hong Kong Government on behalf of the Immigration Department of the HKSAR Government.
