1. Jennie Chok's letter of 18 May said that Administration wing would reply as soon as possible to my letter of 25 September. I should be grateful for an estimate of when you think a substantive reply might be forthcoming. As 1997 gets closer it will become harder to persuade the Ministry of Defence of the need for an amendment to this Ordinance, should that be what you ultimately decide.
