2. We would like to ask just one further question. indicated that certain 1978 amendments relating to incineration at sea were implemented in the UK by the FEP Act 1985, but not in Hong Kong. Presumably this means that there is a gap in implementation which ought to be filled: is it intended to remedy this deficiency in the localisation bill?

we imagine it would be necessary to mention the new substantive provisions in the paper, unless you deemed them too insignificant to warrant inclusion.
