18. As a general question, we should like to explore the way in which persons could be transferred from HK to PRC, and whether the speciality rule would apply. We would certainly want it to do so.
19. Paragraph (c). There is a typographical error in the second line of the draft brief - section 6(b) should read 6(6).
Article 17
20. Of the two options suggested in your letter of 9 December, we would prefer your simpler formulation. But if the HK team would prefer to use something which has a precedent, we could accept the adapted language of the US Treaty. As for pending proceedings (Bill Palmer's point), it will be for each Party to make relevant provision in its domestic legislation.
