As we wish to use this set of papers (Fapers No. 2, 3,

3, 4 & 5),

in addition to the one on the Post Office Ordinance, to "test the water" with respect to the Chinese side's reaction to the new approach and to get the Adaptation programme really underway, we hope to send these papers to the Chinese side as soon as possible, hopefully before JLG XXVII on 14 September.

We understand

your heavy workload and your extensive involvement in different ongoing exercises. However, we do wish to have your priority and speedy response to this particular item, as the Chinese side's reaction to the new procedure may shed light on the way the adaptation exercise will develop. If you are limited in terms of your manpower resources, may we suggest concentrating on this set of adaptation papers first, before finalising our outstanding localisation papers?
