measures to prevent the ECVIIS from coming to Hong Kong. I asked Shu to draw this information to the attention of those concerned and urge them to take all necessary measures urgently to prevent more ECVIIS from leaving for Hong Kong.

I also said we were puzzled about the last part of the Chinese statement which said it was hoped that the British Hong Kong Government would also take effective measures to help properly settle the issue. We were taking all effective measures to enable the immediate repatriation of these people including providing speedy information on individual cases and updating the Chinese side frequently on arrival statistics. I asked whether Shu could explain what other measures, if any, the Chinese side were referring to.

I said we were aware the Chinese side had sought help from the UNHCR in China and in Hong Kong to assist in the repatriation of the arrivals in Hong Kong. Referring to the Hong Kong end only, I said we had well established procedures to deal with the problem and we saw no merit for the UNHCR to get involved in what was basically an issue between China and HK. Their involvement would only complicate and lengthen the procedures already in place.

Shu reiterated the Chinese statement which he said
made clear the Chinese position on the issue: measures were now being taken to stop people from coming to Hong Kong and arrangements were being made by the authorities concerned to take back those people who had been positively identified. Shu stressed the need to identify these people first before repatriation. Shu also commented that for those who had not been given permission to settle in China, they would not be the responsibility of the Chinese and the UNHCR would need to get involved. Shu was not able to answer my query on the Chinese statement, and referred vaguely to the need for coordinated action between China and Hong Kong to seek a solution to the problem.
