at Man Kam To. But at Lok Ma Chau, unlike at Man Kam To, there are immigration and customs kiosks which have not yet been

opened.

Given the increase in border traffic I would now like to propose that our two sides should start to move to a 24 hour border. This will be beneficial to trade and will help spread the flow of traffic on the two sides of the border, relieving

congestion during peak hours.

Specifically, the Hong Kong Government plans to bring 2 more kiosks into use on our side of the border at Lok Ma Chau starting in early 1994. At present 7 of the 14 kiosks are open. From early 1994 a total of 9 kiosks will be opened from

7.00am 10.00pm.

The Hong Kong Government also proposes that 2 of the 14 kiosks at Lok Ma Chau should be open for 24 hours a day starting from a date to be agreed by our two sides between April 1994 and April 1995. We do not propose at present that either Man Kam To or Sha Tau Kok should be opened for 24 hours a day. We would like first to see how well a 24 hour border operates at Lok Ma Chau. However we think that vehicles with permits for Man Kam To and Sha Tau Kok which wish to make use

Man Kam To of a 24 hour facility should be able to do so. vehicles should not be disadvantaged compared to Lok Ma Chau vehicles. We therefore propose that during the hours when the Man Kam To and Sha Tau Kok crossing points are closed, vehicles licensed for these two crossing points should be able to use the 24 hour facility at Lok Ma Chau and cross there. Naturally Man Kam To and Sha Tau Kok vehicles would continue to use their own crossing points at times when those are open.
