HONG KONG: REPORT ON FREEDOM OF EXPRESSION

Problem

1.

The Director of the organisation Article XIX (which lobbies for press freedom) has written identical letters to the Prime Minister, the Secretary of State and the Minister of State enclosing their report which urges the adoption of a number of measures designed to strengthen press freedom in Hong Kong

before and after 1997.

Recommendation

2.

That PS No 10 should reply briefly on the Prime Minister's behalf, and that the Minister of State send a detailed reply.

submit a draft PS letter to No 10, with a draft reply from Mr Wall; and a full draft response from Mr Goodlad, which has been cleared with our Legal Adviser and with Hong Kong.

Background

3. Article XIX has co-produced a report on press freedom in Hong Kong with the Hong Kong Journalists Association. Emily Lau is one of the prime movers and raised some of the issues with

the Secretary of State. The main conclusions are that:
