Section 18

The Journalists Association suggests
that this section should be deleted
because the Governor in Council should
not be involved in the executive control
of the broadcasting stations
Conclusions and recommendations
We propose to repeal this
section and to rely on the power
of the Governor in Council to
make regulations as he thinks
fit for the purpose of the
Ordinance.

Entertainment
Ordinance
(Cap. 172)
Under section 8(2) of the
Ordinance, the
Commissioner for
Television and
Entertainment Licensing
(CTEL) is given very wide
powers in regard to the
issue of permits which
controls the content and
form of public
entertainments.
The Journalists Association is of the
view that the power to censor concerts,
lectures, etc on political grounds is
too wide. The submission of play
scripts for censorship is also
unnecessary.
We are reviewing the Ordinance
with the objective of bringing
the content of the Ordinance
more in line with present day
circumstances and the needs of
the community, and removing
provisions which are no longer
in use. Due regard will be
given to the Bill of Rights
issues in this context. It is
expected that the amending
legislation will be introduced
to LegCo in 1993/94. At
