Nature of Problem
Interference with correspondence of mental patients by Medical Superintendents.
Discrimination against illegitimate persons and children in their right of succession of properties and pension for widows and orphans in the civil service.

Relevant Action
It has been agreed that the relevant Regulation would be amended to make it comply with the BOR. NC is examining whether other provisions of the Regulations need similar amendments.
Legislation is discriminatory breach of BOR Article 22. Amending legislation, the Parent and Child Bill, was introduced into Legb in June 1992. In so far as the pension right for widows and orphans in the civil service is concerned, it was considered more appropriate to remove the discriminatory provisions in the pensions legislation through the Pensions Modification Bill 1992. The Pensions Modification Ordinance was enacted on 15.1.93 and will be brought into effect on 1.2.93. Necessary amendments to the Parent and Child Bill will be made at the Committee Stage.
Legislation may well be in breach of BOR Article 22. The introduction of amending legislation has been delayed because consideration is given to lowering the age at which young
persons may marry without parental consent from 21 to 18 in the same exercise.
