Many thanks for your letter of 10 May enclosing one from Christine Loh about this conference.

2. I have checked with our Human Rights people. They tell me that this will be a "thematic" conference about broad Human Rights concepts, rather than an occasion for speeches about specific examples. They confirm that it is now too late for NGOs to be accredited. It is indeed possible for NGOs to participate as part of a national delegation. The UK delegation are considering asking UK NGOS to nominate a single person to join our delegation. But any NGO member would be expected to support the UK delegation line (perhaps the Swiss take a different view!).

In the circumstances, we suggest that the best approach for Christine Loh would be to ask one of the NGOs already accredited to accept her group among their representatives. She would then be free to take her own line on the issues under discussion. But again, it would be worth emphasising that this conference (unlike the UN Human Rights Committee in Geneva) will not be an occasion for making specific points about Human Rights in Hong Kong/China.
4.
Incidentally, you will have heard that the Oxford Union Debate on Hong Kong is now off and that Christine Loh had cancelled her visit to the UK.
