1. We spoke today. With regard to your first question, I'm afraid that Human Rights Policy Department are adamant that there are no further vacancies on the UK Delegation to the World Conference on Human Rights. Apart from UK officials and officials from Dependent Territories, places have also had to be allocated to Non-Governmental Organisations and parliamentarians.

With regard to the sponsored visit it seems that we have already approached Graham Hand of HRPD, who said that he was interested. If you need a name to pencil in, then you may certainly use his but before he accepts any invitation he will need to be able to show his superiors a draft program and so on in order to convince them of the necessity or desirability of such a visit. So it's by no means 100%. Perhaps the next stage should be to send him a fairly detailed invitation?
