I wonder if you would be so kind as to send me copies of the reports recently submitted or about to be submitted to the Secretary General of the United Nations under the International Covenant on Economic, Social and Cultural Rights. I understand from Mr John Leung of the Constitutional Affairs Branch of the Hong Kong Government that the drafts have been sent to London for final revisions. The two reports concern Articles 10-12 and 13-15 of the Covenant and are, I understand, likely to be considered at the session of the Committee on Economic, Social and Cultural Rights scheduled for November 1993.

I would also be grateful for an indication of the United Kingdom Government's policy on the question of whether the report should be made available to the public on the same basis as have the recent reports under the ICCPR.

I would also be grateful if you could confirm that the United Nations Convention Against Torture was extended to Hong Kong with effect from 8 December 1992.
