Thank you for your letter of 16 February and for the copies of the Bill of Rights Bulletin. I have passed these on to our Legal Advisers, who will be interested to see them.
You are right in saying that the reports on Hong Kong due under the ICESCR are now undergoing final revision here in London. I can assure you that these will be available to the public once they have been considered at oral hearing by the Committee on Economic, Social and Cultural Rights. This will happen later this year. Until then I am afraid that we are unable to send out copies of the draft reports.
With regard to your other question: I can confirm that the United Nations Convention Against Torture was extended to Hong Kong with effect from 8 December 1992.
