APT SATELLITE NETWORK

Thank you for a copy of the FAX concerning APT STAR from the Hong Kong Government dated 1 June.

I am of the opinion that with PRC's cooperation APT should progress quite quickly and without undue difficulty. From a regulatory view point it is important. that who ever controls a satellite network raises all the necessary co-ordination documentation. If Andrew Pyne is to be believed, and I have no reason to think otherwise, this falls to Hong Kong.

The regulatory process roquires the RA to formally approach PRC with any satellite request, for which we are the responsible administration, that may affect their own networks. If APT have an arrangement with PRC it would be extremely useful to see this in writing. If they cannot produce a formal agreement then we may find things a little difficult.
