We urge the Russian government to moor at the crash site a lighted.
buoy with a bell and a plaque dedicated to the victims names listed
of KAL flight 007. This buoy should be maintained in perpetuity and
replaced if lost.

The Government of the United States requests that the above
"Background" and "Families' Position Paper" be made available to
representatives of the families of British victims and urges Her
Majesty's Government to facilitate the participation of
representatives of British families in the February meeting.
Additionally, for government-to-government information only,
the U.S. government plans to cover the following points on the
agenda item of compensation at the upcoming meeting:
-We urge the Russian government to acknowledge in principle its
intention to make some form of compensation or ex-gratia payment to
the families of KAL 007 victims.
-We hope to hear proposals from the Russian government on the
form that compensation might take.
-However, because of differences in the way nations may chose
to pursue their claims and the desires of victims' families, the
U.S. government intends to pursue specific discussions on
compensation on a bilateral, government-to-government basis. We
