REVIVAL OF KAL-007 COMPENSATION CLAIMS

1. I attach a letter from Hong Kong Government on this subject. So far they have managed to contact the families of nine out of the thirteen Hong Kong KAL-007 victims. The letter reports the views of the families on the American background paper and on the compensation claim generally.

The families seem to be strongly in favour of a revival of the compensation claim and of the other requests which the Americans will be making (full disclosure of black box tapes, a permanent memorial, recovery of remains and personal effects and so on). They have requested that they be kept informed of all developments.

Surprisingly, the families say that they were never consulted about the level of the inter-governmental compensation claim. They are all of the opinion that their share of any compensation should be the same as that for the families of victims of other nationalities. I would be grateful if the families' opinion on this subject is given a prominent place in your submission, as thirteen out of the fourteen victims for whom we are claiming came from Hong Kong.
