1. Thank you for your letter of 19 February, and for your Department's prompt action in contacting the next-of-kin. have copied your letter to Eastern Department and I have emphasised to them the importance of the opinions of the families in Hong Kong.

2. It now seems that the meeting in Moscow has been put back to mid-March. Perhaps the families can be informed of this slight delay at some point. At least this will give us a little more time to prepare our position.
