SUMMARY
On 18 December 1992, the Council decided that ICAO should complete its fact-finding investigation relating to KAL-007. This paper reports on the action taken to date and outlines the future work in this respect.

BACKGROUND
The Council, at the fifteenth meeting of its 137th Session, considered C-WP/9684 and C-WP/9685 on the subject of the shooting down of the Korean Airlines Boeing 747 (Flight KAL-007) on 31 August 1983 and decided (C-Dec 137/15) to complete the fact-finding investigation which ICAO initiated in 1983. The Council instructed the Secretary General to request all parties involved to co-operate fully with the Organization in turning over to ICAO, as soon as possible, all relevant materials, including the original tapes
