The phrase in para 1 above shown in quotes is ambiguous. I take it that there is no notion of wanting my position on the Council to be used to seek leverage over the Russians - which seems to me a non-starter - in respect of a (possible) compensation claim, and that we are merely talking about having access to information on how things- are progressing.
4. If Marshall has in mind my taking a higher profile on this issue, such as seeking to attend meetings about it outside the Council framework, there are some complications. In the first place, this would seem predicated on greater expectation about the outcome of the investigation than we should be encouraging. In the second place, Canada has expressed an interest because of Canadian victims, but has accompanied this by contributing resources and facilities assist with the costs of the investigation (and, as you know, the costs pose a political problem for ICAO). I take it the UK Government does not want to get into a position where people start looking expectantly at us to meet some of the costs?
5. My advice on Marshall's proposed reply would therefore be to use such information as he finds helpful from the attached Council paper, bearing in mind its ICAO-Restricted status, but to attempt to damp down any great expectations which the next of kin may be developing.
