specific authorization from the Secretary of

specific

State for the Governor of Hong Kong to make the amendment,

as envisaged in paragraph 2(b) of the

authorization of 12 September 1986 under which the ASA was

concluded.

The

British side believe that this is consistent

with the relevant provisions of the Joint Declaration (JD

119) and is in accordance with our agreed principles for

dealing with separated ASAS.

The Chinese side was informed on 7 September 1992

that the Hong Kong/Netherlands ASA included no rights to

Taiwan.

I can also confirm that the proposed amendment

does not involve such rights.

I should be grateful for early confirmation by the

Chinese side that they have no objection to the proposed

amendment.
