outstanding amendment proposals that have been circulated to States prior to the Meeting but in respect of which objections have been raised but have not been resolved.
Overall revision of the current delineation of flight information regions (FIRs) does not appear to be required. However, the plan should be reviewed to determine changes which are desirable to ease co-ordination problems, and to meet the needs, as much as possible, of current and future traffic.
Το this end, particular attention should be given to the demarcation of FIR boundaries and to the possible advantages of delegation of the responsibility for the provision of air traffic services within certain portions of airspace.
10.3
The meeting should determine the changes required to the ATS route network, taking into account changes to the pattern of aircraft operations since the ASIA/PAC/2 RAN Meeting (1983). The ATS route networks in the Asia and Pacific Regions have undergone extensive revision since 1983 and now seem to have reached a level of stability which would make it possible to include them in the air navigation plan. However, a review of the ATS route network also appears necessary with a view to establishing an optimum structure, taking into account the present capabilities of aircraft equipped with self-contained navigational equipment to fly direct flight paths between points of departure and destination.

Moreover, the overall plan for provision of area control service should also be reviewed, with the objective of determining priorities and progressive phases of implementation. To this end, the potential should be examined for units providing approach control service to also provide air traffic control service to en-route flights along specific ATS route segments within a control zone or control area of limited extent where no area control centre is established.
10.5
The ATS Committee is expected to determine for submission to the COM Committee, the changes in the requirements for navigation aids resulting from the amended airspace organization and the ATS route network developed under this item. Matters which need consideration are:
a)
Required changes to the plan of en-route and terminal navigation aids, including:
1) the requirements for VOR locations and coverage;
2) the requirements for associated DME;
3) withdrawal of NDB navigation aids and their replacement by VOR
facilities as appropriate; and
4) the requirements for navigation aids to enable aircraft to
avoid restricted, prohibited or danger areas,
b) Review the provisions of the plan for en-route and terminal area
radar as required by changes in aircraft operations.
