Her Majesty's Principal Secretary of State for Foreign and
Commonwealth Affairs presents his compliments to the Secretary-General of the United Nations and, with reference to
the Regulations to give effect to Article 102 of the Charter of
the United Nations, has the honour to transmit herewith a certified copy and two uncertified copies of an Agreement between the Government of Hong Kong (under an entrustment of
authority from the United Kingdom Government) and the Swiss Federal Council concerning Air Services.
It is requested that the Secretary-General of the United Nations will cause this instrument to be registered in accordance with the Regulations and that he will inform the Secretary of State
when this has been done.
The Secretary of State avails himself of this opportunity to express to the Secretary-General the assurance of his highest
consideration.
I HEREBY CERTIFY THAT the document hereto annexed contains a
true and complete copy of an Agreement between the Government of
Hong Kong (under an entrustment of authority from the
United Kingdom Government) and the Swiss Federal Council concerning Air Services, signed at Hong Kong on 26 January
1998 and that the document includes all reservations and
declarations made by the parties thereto.
I FURTHER CERTIFY THAT the Agreement came into force on
1 February 1993 in accordance with the provisions of Article 21
thereof.

REGISTRATION OF THE HONG KONG/NETHERLANDS ASA

During our telephone conversation this afternoon and in the light of legal advice from Joanne Foakes you undertook to consider the ways in which we might register the Hong Kong/Netherlands ASA at the United Nations.

I enclose a copy of the ASA and the specific entrustment which were published together in Hong Kong as a special supplement to the Hong Kong Government Gazette once the ASA entered into force. Would an original of this document suffice for the purpose of Degistration at the UN?

Flease refer to your minute, above, and to Miss Foakes nute of 5 July about the registration with the UN of the Mr Service Agreements concluded with Hong Kong.
When registering an agreement with the United Nations the general practice is for a copy of the published Command Faper to be used with a simple certificate of true copy provided by AID united to the document with ribbon and seal. We are suggesting that this procedure is adopted for the registration of the Hong Kong 1.2. agreements, using a Hong Kong published version of the Agreement and entrustment (without the Chinese?) and uniting a certificate, the wording of which would need to be approved by Miss Foakes.
