The routes may be operated in either direction.
The designated airline or airlines of the Republic of South Africa may on any or all flights omit calling at any of the above mentioned points provided that the agreed services on these routes begin at a point in the Republic of South Africa.
No traffic may be picked up at an intermediate point to be set down at points in the United Kingdom or at points in the United Kingdom to be set down at a point beyond, or vice versa, except as may from time to time be agreed by the aeronautical authorities of the Contract- ing Parties. This restriction also applies to all forms of stop-over traf-
fic.

The points to be served on the routes specified above are to be joint- ly determined by the aeronautical authorities of the Contracting Par-
ties.
The designated airline or airlines of the Republic of South Africa may on any or all flights omit calling at any points on the routes specified above, and may serve points in the Republic of South Africa in any order, intermediate points in any order, and points beyond in any order, provided that the agreed services on these routes begin at a point in the Republic of South Africa.

Your fax of 7 April asked for South African reactions to the draft exchange of Notes sent with Martin Glass's letter of 22 February. Frans Joubert of the Department of Transport said that they had passed the draft on to the Chief State Law Adviser at the Department of Foreign Affairs and promised to prod them into action. I subsequently had a call from a Mr Botha in that office pointing out that the text of my covering letter (where I reproduced para 4 of Martin Glass's letter) spoke of the addition of "This restriction also applies to all forms of stop-over traffic." to Note 3 to Route II, whereas in the draft Notes it had been added to Note 2 to Route II. We agreed that the comparison with the Notes to Route I indicated that the addition should have been to Note 3 to Route II. Mr Botha promised a substantive reply shortly.
